This is similar to the Mackerel Sky, except in this situation, the high cirrus clouds are made of ice crystals. These ice crystals reflect the sunlight, and can create a halo around the Sun (or moon). This presence of moisture in the upper atmosphere can fortell the eventual thickening and lowering of that moisture...and precipitation.
