"Clear Moon, Frost Soon..."
When the air is the absolute clearest, it is the easiest for the Earth to cool by means of 'Radiational Cooling'. Just as you are able to feel the heat radiating form someone next to you, so too the Earth radiates energy all the time. However, when there are no clouds (or warm sunshine) to help keep the Earth's heat in, like on a crisp clear night, the Earth's surface gets locally cooler. The more clarity in the air, the less particles there are that could perhaps help insulate the Earth. As a result, the best chance for frost formation (especially the early and late frosts) is here.
