RALEIGH, N.C. -

President Barack Obama's visit to the American Legion this week is posing an uncomfortable test for embattled Sen. Kay Hagan.

On Tuesday, the pair shares the spotlight at the veterans' group's convention, a speaking engagement Hagan can't afford to skip in a state with several military bases and a large veteran population.

But a photo with Obama, who lost North Carolina in 2012 and remains unpopular in the state, could be used by GOP challenger Thom Tillis to link Hagan to the president.

On Friday, Hagan issued a statement saying Obama has not done enough to earn back trust after a scandal over veterans' health care.

Tillis fired back with a memo accusing Hagan of being a "rubber stamp" for Obama.
