5 charged in Cumberland Co. on sex crimes or child abuse

FAYETTEVILLE, N.C. -
Cumberland County Sheriff’s Detectives have arrested five people on child abuse and sex crimes, the department announced Thursday afternoon .Charged
in the case are:
Ralph Hasenpat, 18, of 4203 Richardson Park Road, Fayetteville: Hasenpat is charged with one count of statutory rape. On June 6, authorities say Hasenpat engaged in a sexual relationship with a 14-year old girl. He is being held in the Cumberland County Detention Center under a $35,000 secured bond.
Debra Phillips, 29, of 422 B Street, Fayetteville: Phillips is charged with misdemeanor child abuse. On June 11, authorities say 2014 Phillips was seen striking her 3-year old daughter on the side of the head with her hand while visiting the Cumberland County Health Department. Phillips has been released from the Cumberland County Detention Center.
Brandon Stellone, 31, of 750 Wiltshire Road, Fayetteville: Stellone is charged with three counts of taking indecent liberties with a minor. On multiple occasions, police say, Stellone made a 9-year old child perform sexual acts with him. Stellone is being held in the Cumberland County Detention Center under a $300,000 secured bond.
Harry James, 65, of 3145 Shem Creek Drive, Fayetteville: James is charged with taking indecent liberties with a minor. James, who is a registered sex offender, is charged with touching a then 15-year old girl inappropriately. The encounter occurred in 2013 at a relative’s home. James is being held in the Cumberland County Detention Center under a $25,000.00 secured bond.
Dominco Boulder, 31, of 415 Palmerland Drive, Hope Mills: Boulder is charged with misdemeanor child abuse and misdemeanor neglect. An investigation determined that Boulder was not providing adequate food and care for his young children. Detectives reported there was no furniture in the home and no one present who was able to care for the children.
