Springfield is looking to build a new library in the East Forest Park neighborhood.
The city is applying for a grant from the State Board of Library Commissioners for a feasibility study.
The study would rule on the possibility of a new library and would cost $79,000.
The city is asking for $50,000 from the board.
The other 20 would come from the city.
Officials said the project is a part of the rebuilding process after the June 2011 tornado.
"East Forest Park has been waiting. We just don't get the things that this grant would give us and it's more than a library. We're looking for a community center for our youth, teens and seniors. We're looking forward to something that would revitalize the neighborhood," said resident Frank Ryan.
The project is estimated to cost around $4 million.
