Police are investigating why a man was walking on a freeway in Phoenix early on Wednesday morning when he was hit.
The man, in his early 20s, was struck by a vehicle on the ramp from eastbound State Route 101 to Southbound State Route 51 in Phoenix about 4:30 a.m., according to DPS spokesman Carrick Cook.
He was taken to the hospital where he is in serious condition with life-threatening injuries, Cook said.
The ramp from eastbound State Route 101 to southbound State Route 51 was closed for several hours.
