The Massachusetts Gaming Commission has found a proposal by MGM Resorts International for a casino in Springfield suitable.
MGM is the only contestant vying for a casino license in western Massachusetts.
Springfield Chief Development Officer Kevin Kennedy said this was a major hurdle for the city and the casino.
On Dec. 9, the gaming commission recommended approving the proposal with some stipulations. During the background investigation by the state, several questions were raised about certain business dealings. Kennedy said everything was addressed to the satisfaction of the gaming commission.
The application deadline is Dec. 31.
A final decision for the license isn't expected until spring of 2014.
