A suspicious package found on a highway near an Army National Guard base has been deemed non-hazardous, the Arizona Department of Public Safety bomb squad said.
The device turned out to be a suitcase with tape sticking out, said DPS spokesman Carrick Cook.
The person who left it will be charged with criminal littering, DPS said.
The Arizona Department of Transportation and the Army National Guard assisted in the investigation.
The package was found along State Route 79 near Florence.
