"Who rules America" is the name of the anti-Semitic pamphlet left around Ashfield over the last day.
Two pamphlets are believed to be directed at a woman who is Jewish.
"She opened the bag up and looked at the pamphlet and it contained what was believed to be anti-Semitic type material. When she went to her place of business the same booklet had been left there as well," says Ashfield Police Chief Patrick Droney.
The booklet is printed by a white-separatist group based in West Virginia known for anti-Semitism.
The booklet criticizes a media bias they believe exists because of people of the Jewish faith. The booklet shows pictures Facebook creator Mark Zuckerberg who is Jewish.
The content is anti-Semitic but because police say it doesn't directly insight violence, at this point, the charges someone would face for leaving it around town isn't clear.
"It doesn't make any direct threats here other than in general terms...it doesn't seem to insight any type of violence so it's in a gray area," Droney said.
What is clear is that the material is disturbing to many and a surprise to be found in the quiet hill town of Ashfield.
"Very small community, very inclusive town...you just hate to see it," Droney said.
