Springfield Police Make First Non-Criminal Pot Bust

By CBS 3 Springfield

The decriminalization of an ounce or less of marijuana officially went into effect this week.
Yesterday, Springfield Police believe they may have made the first civil citiation for possession in the state.
Police issued 29-year-old Jose Burgos of Holyoke a 100-dollar fine for possession of about two joints worth of marijuana.
But that was the least of his problems -- he was also arrested for having cocaine and heroin.
