After receiving what they're calling a "rough outline," City Hall departments demand more transparency in Mayor Domenic Sarno's proposed budget cuts.

A small group from the city's library meets at City Hall. After hearing about their proposed 10.7 percent budget cut, they want to know what to brace for.

"Perhaps the cuts were a little more devastating than they had anticipated," says Springfield Library Director, Emily Bader.

Right now, it's a wide world of unknowns. For the Library, and for every other department in Springfield.

"We don't know the specifics and everyday that goes by, it costs the city thousands of dollars," says Springfield Mayoral candidate, Bud Williams.

Those are dollars that Williams says, could be saved if layoffs started weeks ago.

It was 11 days ago when his fellow city councilors stood up in anger, outraged that Mayor Domenic Sarno provided no details to the general cuts.

"What are you cutting? Is it overtime accounts, is it personnel, is it property? We don't know," Williams says.

Appropriately, Mayor Sarno is giving the department heads full reign on how to spread out the cuts. The problem the department's having is, they say the final percentage they need to cut, is still not known.

"Numbers are changing so it's hard to say," Bader says.

Until they know the exact numbers, they can't and won't, return their outlines. And that keeps hundreds of your tax dollars flowing right out of City Hall.
