Springfield Bill Moves Forward

The Springfield Bill makes it through the Senate for a second time in one week. Last minute amendments threatened to jeopardize the loan extension bill, but after a long negotiation Monday afternoon, the House and Senate were able to come to an agreement. But many members say they still aren't happy with the amendments or the way they were proposed.

"Unfortunately, the way the rules work in the House and Senate during informal session, it allows for members to take advantage and place things in the bill that may not belong there," says State Representative Angelo Puppolo.

Representative Puppolo is referring to his colleague Representative Benjamin Swan. Today Swan negotiated an amendment to the Springfield Bill that would require the Finance Control Board to study the city's towing contracts, an issue many say doesn't belong with this legislation.

"I think it sends the wrong message not only to the city of Springfield, but across the Commonwealth, when we start looking at minute issues that local government should be dealing with, such as towing contracts," says Puppolo.

The Springfield Bill would extend payback of a 52 million dollar interest free loan from five years to 15, saving the city close to seven million dollars annually. The bill has already been amended once. Last week, Representative Cheryl Coakley-Rivera added provisions that will get rid of the trash fee in 2011, and require new and promoted city employees to live in Springfield. Those amendments passed, but Senator Gale Candaras says these last minute maneuvers could jeopardize the city's standing in the state.

"Asking the Governor to extend the Control Board, or asking the Inspector General to come into the city of Springfield to investigate us further is not the way to convince the powers that be in Boston that we are ready for local governance," says Candaras.

The bill is expected to be fully approved but the House Tuesday morning, before it will finally make its way to the Governor's desk.
