"Springfield Bill" Passes House, With Add-Ons

The state House of Representative has approved the so-called Springfield Bill with amendments. The bill would dissolve the Finance Control Board, end the trash fee, and extend a key loan.

Last week, Mayor Domenic Sarno warned that not passing the Springfield Bill would lead to pink slips for employees across the city. That fear was relieved late Tuesday, as the House passed the bill...but not before making a few amendments.

The amended bill extends the payback of a $52 million interest-free loan to 13 years, orders the end of the trash fee in July 2011, and requires new hires and promoted city staff to live in Springfield within six months of their start date--- with no waivers.

The bill also includes a provision to dissolve the state Control Board this summer, returning financial oversight to Springfield officials.

Mayor Sarno was concerned that amendments would hold up the bill until the next legislative session in the new year, but says he is happy with the Springfield Bill-- even with these amendments-- is on its way to passage. The Senate is expected to vote Wednesday, with the Governor's final approval expected in the new year.
