Westfield Police are on their third round of sweeps this year. Their mission is to keep the smokes away from the students, but this bust is especially disturbing, since one store, JJ's Variety, is in walking distance from the high school.

A worker at the store was caught selling cigarettes to a 16 year old, undercover police decoy.

"I'm surprised everytime we do these and don't have 100 percent compliance because generally speaking, the kids we take around look well under 18, says Westfield Code Enforcement officer, Joseph Rouse.

The undercover decoy Heather, tells us the purchase took just minutes.

"I just game them the money and they gave me the product and I left," she says.

Westfield Police have been doing code checks for the last few years and each time, the stats get better and better.

"When we first started doing the compliance checks found that there were a lot of sales going on. Upwards of 30 percent to 40 percent of the stores," Rouse says.

Out of 50 stores targeted, this sweep netted 6.

It appears the six stores caught were all first time offenders. That leads to a $100 penalty.
