Gun Owners Oppose Fees

"This is an individual right, a constitutional right, and we're being forced to pay for it," says Tim Divoll, Owner of Valley Sport Center. "And now we're being extorted to pay for it even more."

The Second Amendment guarantees every American the right to bear arms, but Western Mass gun owners say it's a right their governor is trying to take away.

"It's gonna be restricted to those people who are rich, those people who are ardent gun owners," says Art Bessette. "I'll pay for it because I shoot almost everyday."

Governor Deval Patrick has proposed doubling the price of gun licenses from 100 to 200 dollars. Just a decade ago a gun license cost just 25 dollars, and dealers say the statistics following that increase are misleading.

"People stopped buying licenses, but I'm not saying people stopped owning guns," says Divoll. "They just refused to pay 100 dollars to buy a permit."

The governor says the increase is needed to balance the state's budget, but sellers worry it could put them out of business. The proposal includes a new 100 dollar per year inspection fee for gun dealers, an added expense many may not be able to afford.

"I personally have three licenses to run my business, plus my federal licenses, and I have to pay a fee to the fire department to store powder," says Divoll.

The proposal is part of the governor's supplemental budget, and legislators have only until July 31 to vote on the entire package.
